DLI 2: Improved Water Services

Overview

The Program will pay US$ 40 per household that gains access to an improved water service within the Program period. The same amount (US$ 40 per household) will be paid whether the access is through an improved water service from a water scheme that is new, or one that is expanded.

Disbursement criteria
  • Disbursements will be made in proportion to the number of households gaining access to an improved water service (as defined in Section 11 Definitions in the POM) since the start of the Program, through: (i) improved water points constructed under new water schemes (as defined in Section 11 Definitions in the POM), built since the start of the Program; and (ii) improved water points newly constructed under existing water schemes, that have been expanded after the start of the Program (as defined in Section 11 Definitions in the POM).

     

  • All new construction and expansion works to water schemes must be approved by SDWS as having met the following requirements: Design report completed (as per Annex x in the POM); a construction completion certificate exists for the scheme; Environmental and Social (E&S) statutory licences (NEMA EIA licence and WRA abstraction permit) exist for the scheme; and Land ownership confirmation (Title document or signed land agreement) exists for the land that the scheme is constructed on.

     

  • If verification finds that less than 80% of results reported in a county for DLI 2 in any one program period and verification cycle are eligible, the county will not receive any disbursement for those results under DLI 2 in the current program period. However, the county may resubmit the results for verification in a subsequent Program period after resolving the eligibility issues.

     

  • For a household to be eligible for disbursement under DLI 2, the household must have been without access to an improved water service prior to the beginning of the Program.

     

  • Households in refugee camps and refugee host communities that are located in Garissa and Turkana counties, are not eligible for disbursement under DLI 2

Eligibility Criteria for Disbursement

Each household must meet all of the following criteria.

The improved water point must be either a metered connection to a household, a shared yard tap or water kiosk, or a hand pump shared by more than one household. (Where a hand pump is fitted to a hand dug well, the well must be lined and fully covered with a slab).

If not a metered connection to a household, the water point must be within at most 500 meters from the households served.

A water point must have a minimum flow rate of 0.16 litres/second at each tap (it takes 2 minutes to fill a 20 litre jerrycan). Where water rationing is in place, a household must have access to at least 20 litres of water per household member per day from the water point.
2.4
The new or expanded water scheme must have a technical design that meets the minimum design standard. The minimum design criteria define the expected minimum materials and construction quality as well as the minimum litres per capita per day for domestic water uses and for multiple water uses.
